King Johnson Koyyada: Municipal development is crucial for a city to become popular at global level and city environs should improve living standards of the people. Moreover, people should be commuting to offices and back home easily, law and order implementation should be foolproof, city residents should get pure and safe drinking water, pucca plans should be prepared to set up sewerage treatment plants, permission should be available quite easily to build homes and citizens should be able to access citizens’ services speedily. Besides, Conditions should favour development of the city with the administration taking revolutionary decisions from time to time. Under the leadership of Municipal Administration Minister KT Rama Rao, plans are being drawn rapidly to take Hyderabad city in the comity of other international cities. The success achieved under his leadership during 2021-22 is awe-inspiring.

Urban population of Telangana is put at 46.8%, which is more than the national average of 31.6 per cent. By virtue of it, Telangana is being adjudged as one of the three top urbanised states. KTR would often state that cities are the propelling force of the economy. The impact of economic activities in urban areas helps improve employment opportunities and improve income of families. The progressive urbanization policies are enabling rapid urbanisation in Telangana. The increased urban local bodies – from 69 to 142 – contribute to lion’s share to the GSDP.

Various divisions of municipal administration department like GHMC, HMDA, DTCP, HMWSSB, PHMED, CDMA, TUFIDC, HMRL, NIUM, SPVs (MRTCL, HRDCL, HGCL, MNRTCL) and eight urban development authorities and 12 municipal corporations have been playing crucial role to extend faster citizen’s services to people. By virtue of their functioning -both individually and as a group – the state is becoming rapidly urbanised. The state government is taking revolutionary decisions to turn cities into inhabitable places and to improve the living standards of the people living there.

In 2021-22, the state government has created 1518 nurseries for development of greenery. It took steps to plant 6.34-crore saplings in 2021-22. It set up 16 urban parks. It earmarked 10 per cent of the state’s budget as green budget – Rs 668.52 crore. The state government is building integrated vegetarian and non-vegetarian markets in 103 towns and cities. Transfer of Development Rights has become a game changer in Hyderabad. Those who lose their site in road widening exploit this facility to the maximum extent. As a result, it would ease financial burden of the GHMC. Moreover, it would enable the GHMC to acquire assets quite easily.

The main difference between metropolitan cities in country and that of Hyderabad is the city roads are clean. The GHMC maintains 9013-km-long roads in Hyderabad. Last year, Rs 788.18 crore has been released for development of 3241 roads. Out of them, 1469 roads have been developed, while the rest are in various phases of development. Under comprehensive road development programme (CMRP), 227 km of roads were developed. In 36 areas of the city, 100 foot-over-bridges are being built.

Of them, 22 are in various phases of construction. Seven ROBs are in the last phase of construction. Sky-walks will be set up in Uppal and Mehdipatnam to enable pedestrians cross from this side to that side rather easily. Special attention is being paid for development of NALAs. In 58 places, works are being executed to develop nalas at a cost of Rs 973 crore.

21-km-long rooftop cycle track?

The city of Hyderabad which is forging ahead in all spheres of activity is going to host Formula One racing event and organize electric car racing championship event in February and March of next year. The city is going to enter into the annals of the history as the first Indian city to host such an event. In fact, 17 global cities hosted the event. Soon Hyderabad is going to become the 18th city. Along ORR, 21- km-long solar roofing cycle track is going to be developed from Nanakramguda to TSPA and from Narsingi to Koolur. The track is being developed by HGCL. In fact, 42-km-long cycle track is being created.

The HRDL focused on development of Roads and completed development 22 link roads in the city. In GHMC and surrounding 10 regions, it drafted plans to develop 104 roads. The HMWSSB prepared plans to establish over 31 STPs to treat sewerage water.

The feasibility study is under way to set up 29-km-long elevated BRTS from KPHB to Kokapet area. Also, another feasibility study on introduction of semi high-speed rail network between Hyderabad and Warangal is under way. It may be recalled that the TS-bPASS is being implemented in all municipal corporations and municipalities successfully. Even Gram panchayats will have to follow the TS-bPASS here after.

Rope way in Hyderabad, Yadadri

Efforts are under way to establish rope way in Hyderabad city as an additional attraction. The government has plans to have this facility in eight areas around the Hussain Sagar Lake. The rope way is proposed to link the Necklace Road MMTS station, Sanjivaiah Park MMTS station, People’s Plaza, Jala Vihar, Sanjivaiah Park and Indira Park. There is another proposal to develop a 7.62 km long rope way from Kachiguda Railway station to Zoo Park via MGBS. Besides, the rope way is going to be set up in Pilgrimage centre of Yadadri. A proposal is readied to link Raigiri with Yadadri, separated by 6.2 km.

Mutation certificates @ Sub Registrar offices

Here is a piece of good news for all from municipal administration department of the Government of Telangana. Hereafter, the sub-registrar offices will also issue mutation certificates. On payment of requisite fee, the mutation certificate will be issued in sub-registrar’s offices. There is no need to go to municipal offices to get the same. How pleasing the news is for the ears!

In case unassessed property is brought to sub-registrar offices for registration. It will be assessed then and there and PTIN will be issued for buildings and VLTIN for vacant sites. The citizens need not specially apply for the same and need not make rounds to municipal offices.

If unassessed property comes to the consideration of TS-bPASS, the property will be assessed there and then and there PTIN will be issued. Bhuvan phase-2 project will be launched to map 20.8-lakh properties in all urban local bodies. So far, 17-lakh properties were mapped. It would enable collection of property tax easier. Because of the mapping, local urban bodies earned revenue of Rs 25.41 crore.

Other notable achievements

The living standards in urban local bodies have improved significantly because of the Telangana Urban Finance and Infrastructure Development Corporation. Therefore, the state government allowed it to borrow Rs 2000 crore loan additionally. It would mean, the state government would stand guarantee for a total loan of Rs 4000 crores. The state government also permitted the Greater Warangal Municipal Corporation to borrow a five year term loan of Rs 90 crore from the HDFC Bank for development of roads, drainages, parks, public toilets, electric crematoria, dumping yards and so on.
