The Telangana state treasury is filling up. Revenue from registrations in the state has increased sevenfold over the past ten years. At the same time, the number of registered documents has more than doubled, according to statistics. In the fiscal year 2014–15, the revenue from stamps and registrations was Rs 2,746 crores. By 2023–24, this revenue has reached Rs 14,588 crore. Except for the year of the COVID-19 pandemic, every year has shown an increase in revenue. In terms of documents, the number of registrations was 8.27 lakh in 2014–15, whereas it has now risen to 18.41 lakh.
The Stamps and Registrations Department recently submitted its annual report to the state government. According to the report, due to the election year last year, there was a decrease of around one lakh in agricultural documents compared to the previous year (2022–23). However, there has been little change in non-agricultural documents. Government records indicate that more sales and purchases occurred on open plots within the non-agricultural sector last year.
Out of a total of 10.50 lakh sale deeds, 3.91 lakh transactions were through open plots. Specifically, 1.03 lakh deeds were for houses, 94,884 for flats, and 4.60 lakh deeds were for agricultural land, as mentioned in the report. Among the districts generating the highest revenue, Rangareddy is in the top place, followed by Medchal-Malkajgiri, Hyderabad, and Sangareddy districts.
In the Rangareddy district registrar jurisdiction, the revenue for 2023–24 from both agricultural and non-agricultural registrations amounted to Rs 4,798 crore. On the other end, the district with the lowest revenue was Kumrambheem Asifabad, with Rs 13 crores. Last year, under the Hyderabad Metropolitan Development Authority (HMDA) jurisdiction alone, the revenue from non-agricultural registrations was Rs 7,476 crore.
Among the top 30 sub-registrar offices generating the highest revenue, Rangareddy SRO secured the first place, followed by Gandipet in second place. In terms of stamps and registrations revenue, Telangana ranks fourth in South India. Maharashtra is ahead of Telangana, followed by Karnataka and Tamil Nadu. The report reveals that Andhra Pradesh generated lower revenue compared to Telangana.
