Why did HMDA ignore violation of 111 GO Areas?

Reg News, Hyderabad: In a crackdown on the land encroachers, the HMDA authorities have recently freed government lands from the encroachers in areas like Shamshabad and Narsingi. They also took steps to pull down the illegal structures in an early-morning operation. But why did the HMDA officials not setting their sights on the illegal constructions in the areas where the GO Ms No.111 is in operation?

Many feel that the government did scrap the GO Ms No.111. But the government exercising prudence struck down the third para of the GO and issued a fresh GO with the No. 69. The environmentalists moved the court on the issue and even submitted a representation to the Governor seeing the Raj Bhavan’s intervention in the issue. However, the state government did not give any clarification on the GO Ms No.111 issue. But, Municipal Administration Minister KTR went on record several times stating that a special master plan for the area would be implemented. Before the implementation of such master plan, the region where the GO. Ms No.111 was applicable would meet the same fate as that of the Hussain Sagar Lake, mushrooming encroachments everywhere.

The builders have been encroaching upon the lake beds building houses without taking permission from the HMDA. They are not even sparing the buffer zones from encroachments. With the mushrooming of the illegal structures, the area would become another slum, the people of the area expressed apprehensions. The court should comment whether the striking down the third para of the GO No.111 is justified or not. Environmentalists express apprehensions over causing possible loss to the region before the court giving its decision. The GO No.111 prohibited establishment of polluting hotels and housing complexes in several villages of Moinabad, Chevella and Rajendra Nagar mandals.

The state government apparently washed off its hands by releasing GO No. 69. Taking advantage of it, the perpetrators of irregularities are building illegal structures. When there is no proper drainage there, what is the option left for buyers of the houses there? Obviously, they release the drainage water generated in their houses into water bodies. The hotels, guest houses, farm houses located in buffer zones are exactly doing the same. The HMDA has become mute spectator to such practices instead of taking concrete action against them. It was high time the authorities pulled down illegal structures built encroaching the bed of twin reservoir from Moinabad to Chevella in the GO Ms No.111 area. Otherwise, the reservoirs would get highly polluted.
