HMDA leaves visitors baffled  at its Thorrur layout

People have immense faith and trust in HMDA. They are confident that there will be no legal or other disputes pertaining to lands purchased in HMDA layouts. Hence, there is a mad rush to purchase plots in HMDA layouts during auction. However, when some people excitedly went to see the Thorrur and other ventures recently, they were shocked. The layout has not been fully developed, except for the flags at the entrance, the dirt road and a few HMDA boards. People are wondering how the plots were being auctioned without doing any development work. If this was called layout development, what would be the difference between HMDA and other private builders who are indulging in UDS n Prelaunch Sales.

* People who expected that the HMDA layout would have fully developed roads, clearly earmarked plots and ample space for amenities among others in a planned manner, were in for a surprise during their visit to the Thorrur layout. One must seek the reactions from the construction associations, which have been strongly advising people against purchasing properties under UDS or prelaunch sales, upon visiting the HMDA Thorrur layout. Even if a realtor obtains all permissions and develops a layout as per norms, when he/she goes for the final approval, the HMDA authorities are denying such applications if they find a slightest deviation. But it is shocking to see what the HMDA is doing with its own layout. Buyers will feel more relaxed, if the plots are put up for auction after developing the layout fully over next two-three months. Instead, the HMDA is putting the plots for auction without any development including roads, parks, drainage, drinking water and electricity connections.

* It is surprising to see HMDA auctioning the plots immediately after acquiring them from farmers, without developing basic infrastructure like roads, water, power etc.  Further, it is not clear how much time it would take for these layouts to be fully developed with all the amenities. Before bidding the plots any further, the authorities must ensure that the layout is developed completely. Only then, people would be eager to purchase the plots in HMDA layouts. Otherwise, there would be no big difference between private realtors and HMDA.
