The revenue department of Karnataka Government is planning to implement the Unified Land Management System (ULMS). This will generate a Unique Land Parcel Identification Number (UL PIN), similar to Aadhaar, and record all documents under it. When all documents of the land are available at one place, landowners can easily look for documents. This will also prevent the creation of fake documents and selling fake documents. Many departments are involved in managing one land, which creates opportunities for fraudsters to create fake documents and cheat people. Once the new system is in place, Karnataka will be the first state to implement it.
The government has records of encroachments of lakhs of acres of revenue, forest, agriculture, and non-agricultural lands. There are many cases where lands have been sold and pledged with fake documents. The government is preparing to resolve the issue and the department of personnel and administrative reforms (e-administration) has taken the responsibility to implement the system.
