NRIs have been facing problems as Aadhaar Card became essential for everything including the registration of the property. A software engineer belonging to Visakhapatnam settled in USA long back. He arrived in Visakhapatnam to dispose of his property. When he went to the office of the sub-registrar to register the property, the officials made it clear that it is mandatory to have Aadhaar Card to register the property.
They did not entertain his request for registration. However, the NRI claims to have a green card as he got settled in the USA long back. Registration of the property was turned down on the grounds that he has not had the Aadhaar Card even though all other documents pertaining to the sale of property are found to be in order.
The NRI expressed concern over refusal to register the property merely on the grounds that he did not have the Aadhaar Card. The Supreme Court gave a ruling that Aadhaar Card is not mandatory for everything. But, the SC order is not being implemented in AP.
When contacted the sub-registrar office, the personnel there made it clear that they have clear cut instructions from the government not to entertain registration of property without Aadhaar Card. The biometric system of registering attendance is not working property in the sub-registrar office. This has been posing problems, the NRI said.
