Reasons for building permission delay

The CREDAI’s festival Statecon has witnessed several useful sessions to builders. The interaction the developers had with the GHMC’s Chief City Planner and HMDA Director Devender Reddy stirred up a lot of interest among the participants of the festival. CREDAI Telangana chairman Mural Krishna Reddy graced the occasion as coordinator for the event.

‘GHMC city planner Devender Reddy explained the gathering several salient aspects of real estate tracing the reasons for authorities rejecting applications received under TS-bPASS.

Under the TS-bPASS, over 4,819 applications have been cleared. Under the single window system, out of 2000 applications over 1000 have been approved, up to 50 per cent of the total applications, in spite of non compliance with only one shortcoming.

Over 850 applications that did not have any defects, have been cleared out right. The percentage of such applications is low, but there is a need to increase such applications up to 80-90 per cent. Sometimes, one may not be able to understand why the shortfall surfaces at all. Adhering to Development Control Rules, if a proper plan of the project is submitted, there would be no problem in clearing-up to 90 percent of applications, according to the permission to builders.

The shortfall will be due to not correctly recording the site conditions correctly like width of the road, site dimensions etc. If there is no congruence whatsoever between the actual measurements of the site and that of the building plan, a problem arises.

Sometimes, title of the land will also form technical grounds to deny permission. If the site comes under Urban Land Ceiling surplus land or revenue land, it would be difficult for authorities to give permission. In spite of having clear title of the land, lack of supporting documentation will force the officials to refuse approvals for the project.

Builders should design their projects in tune with the master plan. They should crosscheck whether their plan is interfering with use of road or use of any other land before making an application to secure permissions. While applying for building permissions, the builders should cross-check their applications with a 8-point check list. Then, they can make a self-certification. Then they will be able to understand their shortfalls. The GHMC wants to clear the applications for approvals up to 80-90 per cent of the applications without any shortfall. There is no such thing as a second shortfall.

Under TS-bPASS, approvals should be granted in 21 days with the involvement of all government departments. Because of problems pertaining to the revenue department, there are hiccups in clearing the applications. The fire and irrigation and other departments have been responding almost immediately. In fact, it will take at least three months for the TS-bPASS to work fully. Under the prevailing situations, applications for building approvals are accepted under the old DPMS system. Clearing all applications before March, later the approvals will be granted through TS-bPASS
