Will HMDA permit 5-acre layouts in GO 111?

At last the state government took a decision on the annulment of the GO no.111. Municipal Administration KT Rama Rao went on record many times at public meetings that a new master plan would be formulated for development of 84 villages coming under the purview of the GO. No. 111.

An expert committee has been busy headlong preparing the new action pan. While scrapping the GO No.111, the government declared that the rules pertaining to construction of buildings under the HMDA limits would be applicable to 84 villages. However, the expert committee begs to differ with it. It proposes special amendments to the rules of building construction. The government wants to develop the 84 villages in a planned way so that they would not become a concrete jungle. The villages going to have STPs, buffer zones, green belts, 100-feet wide roads, parking facilities and other strict rules.

As per the HMDA rules, to give permission to a layout the minimum area would be one acre. However, in 84 villages under the GO. No.111 area, the HMDA officials contemplate to accord permission to layouts having a minimum area of just five acres.

The master plan which is on the anvil would have the new rules included. The HMDA rules, compared to the rules of the civic bodies, are stricter when it comes to the width of the roads, area of the layouts, land use, parking rules and other aspects.

Besides construction of houses, the areas coming under the GO would be given permission to set up entertainment centres. The committee framing the new town planning rules decided to make it compulsory environmental clearance for structures to be taken up in 100 acres or the buildings exceeding the plinth area of 20,000 acres. Moreover, a NoC should be obtained from irrigation and revenue departments if the structure is located 100 meters away from water sources and 50 metres away from Nalas.
