King Johnson Koyyada : Best plans and best practices – Telangana is known to adopt them wherever they are being implemented in India or abroad. Many States in the country are implementing the Rythu Bandhu scheme introduced by Telangana. Mission Bhagiratha too won praises from elected representatives of other States. Needless to say, most of the states are implementing the best schemes initiated by Telangana.

But it appears to be time for Telangana to adopt one such novel scheme launched in Andhra Pradesh. Currently being implemented in six districts, the district collectors and municipal authorities came up with this novel scheme with precise planning, but within a short span after Chief Minister YS Jagan Mohan Reddy shared his ideas. He announced at a press conference that the scheme, which would largely benefit the middle-class, would be introduced in every Assembly constituency. If you are wondering what this scheme is and what’s unique about it or will be useful for the middle-class in case of its launch in Telangana, here are the details.

At a time when land prices are skyrocketing, the Andhra Pradesh government has embarked on a new township programme to benefit the middle class. If a similar scheme is launched in Telangana, it will be a great favour to the middle class community from Chief Minister K Chandrasekhar Rao. Rather than auctioning the available lands, MIG (Middle Income Group) layouts should be developed and sold transparently. Otherwise, they can develop such layouts in localities between the Regional Ring Road and the Outer Ring Road. It has been said for almost a decade that we will be developing a satellite township around the ORR in Hyderabad, but nothing has materialized yet. In the meantime, there has been some speculation about the land pooling process in some places, but it did not move forward. Therefore, it would be better for the Telangana government to refrain from auctioning land and instead, develop and sell layouts in each district headquarters. Let’s take a look at the unique MIG scheme currently being launched in Andhra Pradesh.

Jagananna Smart Township

The AP government’s goal is to realise the dream of the middle class families (MIG) and ensure that they have their own homes. It felt that these families should not get cheated by the realtors and decided to provide them plots with clear title and without any litigation. In this order, the smart township initiative was launched. Under this scheme, lands will be allotted in three categories. The plots are divided into 150 square yards under MIG-1, 200 sq.yards under MIG-2 and 240 sq.yards under MIG-3. In the first phase, layouts will be developed in Dharmavaram of Anantapur district, Navuluru in Mangalagiri mandal of Guntur district, Rayachoti in YSR Kadapa district, Kandukur in Prakasam district, Kavali in Nellore district and Eluru in West Godavari district.

Apart from these six districts, the scheme will be implemented in each and every constituency across all the districts in the coming days. Thus, the middle class families in each constituency headquarters will benefit from the scheme. If the applicants in the respective constituencies or the respective towns want to apply, a special website ‘https://migapdtcp.ap.gov.in’ has been designed for the purpose. Applications are being accepted online from Tuesday. All those with an annual income of up to Rs 18 lakh can apply for plots in Jagananna Smart Towns scheme. The government has also provided the facility to pay the amount for these plots in four installments over a period of one year. The developed plot will be handed over to the beneficiary as soon as the payment is completed. Applicants for land in Smart Towns must pay 10 percent of the plot value upfront. Within one month after the agreement, they should pay 30 per cent followed by another 30 per cent within six months and the remaining 30 per cent within 12 months or before the date of registration or whichever is earlier. Thereafter, the registration process is completed and the plot will be handed over to them. Instead of installments, beneficiaries can avail a five per cent discount on payment of the entire amount at once.

For government employees

In each layout, 10 per cent of the plots are allotted exclusively to government employees with a 20 per cent rebate. Plot allocation will be done in fully transparent manner to those who have applied. To ensure that there is no discrimination based on caste, religion, region as well as any political party, the allotments will be done through computerised lottery in a transparent manner. There will be no human interference in the entire process. In Jagananna Smart Towns, comprehensive lay-outs are developed by the Urban Development Authorities within a year in strict adherence to the rules and regulations of the Town Planning department. The model layouts will be developed to set an example for other real estate developers in each constituency.

Features

Since layouts are developed by the State government in these Smart Towns, the applicants can select 150, 200, 240 sq.yards of land, depending on their needs. The layouts will be developed in an eco-friendly manner with about 50 per cent of area earmarked for common amenities like as parks, playgrounds, schools, banks, shopping and recreation. There will be 60 feet wide BT roads and 40 feet wide CC roads having footpaths with coloured tiles and avenue plantations. Apart from these, fresh water supply, underground drainage system, storm water drainage system and other arrangements are made in these colonies. Quality amenities along with street lights, also will be provided to ensure that none would point fingers about lack of any amenities.

Corpus Fund

To ensure that the colonies being developed today do not be neglected in the future, a corpus fund will be set up for the management of these colonies and it will be handed over to the Plot Owners Association. Orders were issued to manage them jointly with the Urban Development Authorities.
