Telangana Deputy Chief Minister and Finance Minister Mallu Bhatti Vikramarka stated that the government is committed to transforming Hyderabad into a world-class city. Recently, Bhatti presented the annual budget for the 2024-25 financial year in the assembly, announcing that Rs 10,000 crore have been allocated for the development of Hyderabad. The budget specifically allocated funds to the Greater Hyderabad Municipal Corporation (GHMC) and the Hyderabad Metro Development Authority. The allocations include Rs 1,500 crore for the Musi Riverfront project, Rs 1,525 crore for the Regional Ring Road project, Rs 500 crore for the Old City Metro expansion, Rs 200 crore for the Outer Ring Road, Rs 500 crore for the Hyderabad Metro Rail project, Rs 3,385 crore for Metro Water Works, Rs 100 crore for the extension of the metro rail to Shamshabad International Airport, and Rs 200 crore for Hydra Company.

The Telangana government announced plans to promote the construction of satellite townships around the city to provide jobs and employment opportunities. The financial minister, Bhatti Vikramarka, stated that plans are underway to build affordable residential homes with all types of basic amenities for the poor and middle class in these townships. The Revanth Reddy government has declared its goal to extend the metro rail and develop all areas of the city equally while addressing the needs of various groups within the city. The government plans to develop five additional metro corridors spanning 78.4 kilometers with an estimated cost of Rs 24,042 crore. As part of this, the metro rail will be extended to the Old City and connected to Shamshabad Airport.

  • Meanwhile, the government is preparing plans to extend the metro from Nagole, LB Nagar. The Nagole, LB Nagar, and Chandrayangutta metro stations will be developed as interchange stations. The Telangana government is preparing a Detailed Project Report (DPR) to extend the metro rail facilities from LB Nagar to Hayathnagar and from Miyapur to Patancheru. Additionally, the areas around Hyderabad up to the Outer Ring Road are being identified as core urban regions, with special plans being prepared for their development. The Revanth Reddy government is also taking steps to consider the Outer Ring Road as the boundary of Hyderabad Metro City.
  • A unified organization for disaster management within the Outer Ring Road area is being established, and comprehensive plans are being made to include Hyderabad, Rangareddy, Medchal-Malkajgiri, and Sangareddy districts within its jurisdiction. The Hyderabad Disaster Management and Asset Protection Agency (HYDRA) will be responsible for overseeing these activities. As part of the Musi Riverfront Development Project, the Telangana government is working towards developing approximately 110 square kilometers of urban area, establishing new commercial and residential centers along the riverfront, and enhancing the charm of the old heritage areas.
  • For the Musi Riverfront Project, which aims to revitalize, develop, and beautify the Musi River and its surrounding areas similar to London’s Thames River, the government has allocated Rs 1,500 crore for the first phase. The Musi River Basin Development Project will include the development of recreational zones, pedestrian zones, children’s theme parks, entertainment zones, and people’s plazas. Rs 3,065 crore have been allocated for infrastructure facilities within the Greater Hyderabad Municipal Corporation limits. An additional Rs 500 crores have been earmarked for infrastructure development within the HMDA jurisdiction, and Rs 3,385 crores for Metro water works.
  • For the extension of the metro rail to Shamshabad Airport, the budget allocates Rs 100 crore, and Rs 200 crore have been designated for the Outer Ring Road. Rs 500 crore is allocated for the Hyderabad Metro Rail Project, another Rs 500 crore for the Old City Metro extension, and Rs 50 crores for the Multi-Modal Suburban Rail Transport System. The government has proposed to upgrade the 158.6-kilometer road from Sangareddy to Toopran to Gajwel to Choutuppal in the northern region, and the 189-kilometer road from Choutuppal to Shadnagar to Sangareddy in the southern region to national highway status. The Telangana government plans to initially build the Regional Ring Road (RRR) with four lanes to accommodate traffic and later expand it to eight lanes.
  • According to preliminary estimates, the Revanth Reddy government has projected an expenditure of Rs 13,522 crore for the northern region’s development and approximately Rs 12,980 crore for the southern region’s development. In this context, the budget has currently allocated Rs 1,525 crore for the RRR. The Revanth Reddy government has affirmed its commitment to methodically developing the historically significant and rapidly growing city of Hyderabad.
