The main wings of government like the HMDA, the RERA, and Stamps and Registration Department have to function without their full-time commissioners since long. Special Chief Secretary to Municipal Administration Arvind Kumar has been supervising the HMDA activities.
Earlier, Janardhan Reddy was posted in place of Chiranjeevulu as HMDA commissioner who was transferred out. God alone knows what happened to the government, it transferred Janardhan Reddy from the post in the most humiliating way, entrusting the office of the HMDA commissioner to Arvind Kumar.
After retirement of Rajesh Tiwari, the then principal Secretary Somesh Kumar was given the additional charge of the RERA Commissioner. In course of time, Somesh Kumar became the Chief Secretary to the Government, finding no time to devote to the RERA activities. As a result, the objectionable pre-launch programmes and UDS sales are going on Telangana unchecked. There is none to come to the rescue of the buyers when cheated by the realtors, developers. Seshadri is holding the additional charge as the stamps and registrations commissioner.
Not appointing commissioners for three crucial government departments, called as the heart and brain of the government of Telangana, is described as the biggest lacuna. It would affect revenue accrual to the government and lead to failure to implement development programmes. Nobody would be able to say anything, why the government has failed to appoint commissioners to these offices.
Vested interests are on the rage to loot the public money due to failure of the government to appoint full-time commissioner to the RERA. The realtors are looting the hard earned money of the poor and middle classes. According to a conservative estimate, the realtors amassed Rs 25,000 crore of public money from the gullible buyers of properties.
Lack of full-time commissioner for the stamps and registration department is atrocious. It was high-time, the government appointed full-time commissioners to these three crucial departments
