In some cases, even a reputed builder may not build the flats with quality. So, one should take a step forward only after being fully satisfied with the construction quality.

Suppose a builder is constructing a 30-storey apartment. You want to live on the 30th floor. So, you bought a flat on the 30th floor with great enthusiasm. Since it is the top floor, you should inquire beforehand about what special precautions the builder is taking to prevent leakages from the respective floors. Because, when the apartment is finished and the moment you enter it, you might be greeted by leaks on the roof and cracks in the walls, and you have nowhere to go. So, it is always better to discuss this matter with the builder beforehand. It is better to put it in writing about repairs to possible leakages and seepages in the agreement beforehand. One must not be under the presumption that a reputed builder will build quality property. So, buyers of top floor flats must be extra careful.
