Will GHMC act only when the High Court forces it?

Hyderabad is chaotic
The reason for Hyderabad’s deterioration – GHMC

Hyderabad severely impacted by the corruption of political leaders
The GHMC, which has been in a deep slumber for a long time regarding illegal constructions, is now ready to take action. Whether construction does not align with permissions, rules are violated, roads are encroached, or government and private lands are developed without approvals, penalties will be imposed. After receiving a directive from the High Court regarding illegal constructions, GHMC has started taking action. From now on, if anyone violates the rules and builds illegal constructions, GHMC is preparing to either demolish those constructions or impose heavy fines. GHMC is also setting up special online portals to receive complaints and take necessary actions.

2.5 lakh writ petitions in the High Court
High Court serious about illegal constructions
GHMC questioned about actions being taken
GHMC goes into action mode following Court’s orders
Heavy fines on owners breaking rules
Plans to demolish unauthorized buildings
In the last five years, there have been 2.5 lakh writ petitions filed in the High Court regarding illegal constructions and the dangers they pose, as raised by the residents of Hyderabad. With so many people facing issues and such a large number of complaints, the court questioned, “What are you doing about it? Do you only act when directed by the courts? Is it the courts that have to perform your duties?” The GHMC only began taking action when the High Court became serious about the issue.

Hyderabad has become the hub for illegal constructions. Whether it’s lakes, ponds, roads, or parks, illegal constructions are everywhere. Land grabbers are occupying plots overnight and starting new constructions. The city has turned into a land of encroachers. Despite numerous criticisms, GHMC has remained silent and has taken no action. Furthermore, there is no relation between the permissions granted and the actual construction. Some people take permission for a G+1 or G+2 building, but end up constructing four or five floors. Many are converting residential properties into commercial spaces, encroaching on roads, violating approved plans, disregarding setbacks, and occupying government and private land without any proper permissions, violating rules at will. With the High Court now being serious about these issues, GHMC is preparing to take action against such property owners.

40-50% of complaints in Prajavani are about illegal constructions
Over a thousand unauthorised structures demolished this year so far
209 structures demolished in Moosapet alone
Despite this, violations continue
Actions under BNS Section 223
GHMC planning to impose a 400% penalty

In the Prajavani program held every Monday, at least 40-50% of the complaints received by the civic body are related to unauthorized constructions. So far this year, GHMC has demolished over 1,000 unauthorized structures across the city. Among them, 209 structures were demolished in Moosapet alone. Typically, actions are taken only after complaints are received, and property owners have been violating regulations by evading notices from GHMC officials. To tackle this issue, GHMC is now preparing for stringent actions. They are planning to develop an online portal to track all illegal constructions in advance. Actions like speaking orders, property sealing, and demolitions will be tracked via apps. Additionally, GHMC plans to impose heavy fines on rule-breaking property owners and mark unauthorized constructions on encumbrance certificates. According to GHMC Commissioner K. Ilamparithi, actions will be taken under BNS Section 223 against owners of illegal constructions that act in violation of rules, and a 400% penalty will be imposed.
