As soon as the government announces the LRS, the public eagerly comes forward and regularizes the plots. However, under the Congress regime, the situation was different. The Municipal Administration Department failed to provide sufficient publicity for the LRS process. Technical issues are arising. Even after paying the fees, proceedings are not being provided immediately. Despite the Municipal Administration Department’s Chief Executive Officer, Danakishore, giving orders to achieve 100% progress by March 31, at the ground level, the files are not moving.
In the total of 25.68 lakh applications related to the LRS, authorities have put more than 5 lakh applications on hold due to various reasons: 2.50 lakh applications fall under prohibited land areas, 1.60 lakh are related to lands near water resources, and additional applications are pending due to other technical issues. Out of the 20 lakh applications that were sent letters to pay the LRS fee, authorities estimate that 30% will come forward by the end of this month. However, the response is not as expected. Even though the government promised to issue proceedings within 10 days, proceedings are not being generated. Authorities, who should provide clarity on the issues arising in the LRS process, are behaving as if they are unaware of the situation, causing applicants to fall into a dilemma.
The Municipal Administration Department’s Chief Secretary, Danakishore, clarified during the Collector’s video conference that the goal is to achieve 100% progress in the LRS. However, due to the lack of a specialised system to address the doubts and issues faced by applicants at the ground level, the LRS process is not advancing as expected. The government’s target is to generate an income of Rs 8,800 crores through the LRS. So far, only Rs 800 crores have been collected.
