HMDA area is set to expand significantly
New master plan will extend to the Regional Ring Road
The 2050 Master Plan will cover an area of 12,000 square kilometres
Hyderabad, a rapidly developing mega city, is set for further expansion. The Telangana government has already decided to extend the boundaries of the Hyderabad Metro Development Authority, and the Master Plan 2050 being developed by HMDA has reached its final stage. The Chief Minister’s Office announced that the 2050 Master Plan is being designed to meet the needs of the next 20 years. The government aims to transform the city into a future hub to accommodate the growing population, as clarified by the CMO.
In a statement released by them, the government highlighted its efforts for the development of the city during its first year in office. To address traffic issues, Chief Minister K. Revanth Reddy has already laid the foundation for the Rajiv Rahadari Elevated Corridor, costing Rs 2,232 crore, and the Double-Decker Elevated Corridor on the Nagpur National Highway, costing Rs 1,580 crore. The CMO also mentioned that securing permission from the Defense Ministry for the construction of the Skywalk at Mehdipatnam was a significant success.
As part of the new master plan, the HMDA jurisdiction is set to expand significantly up to the newly proposed Regional Ring Road. However, there is widespread curiosity about what decision the Telangana government will make regarding the GO 111 area, which will be included in the new HMDA master plan.
The Congress government is making significant changes to the Master Plan 2030, which was originally designed by the previous BRS government, and is now preparing the HUDA Master Plan 2050. A decision has already been made to merge the areas surrounding the Outer Ring Road into the Greater Hyderabad Municipal Corporation, and the HUDA has decided to make changes as part of the Master Plan expansion. With the Greater Hyderabad Municipal Corporation’s limits expanding, the authorities are working on further extending the Master Plan 2050 to increase the HUDA boundaries. Official sources inform that the Master Plan is being prepared to expand the HUDA jurisdiction up to the Regional Ring Road, which will extend beyond the Outer Ring Road.
Currently, the Hyderabad Metropolitan Development Authority (HMDA) jurisdiction spans 7,285 square kilometres. Officials say that extending the Master Plan to cover the area up to the Regional Ring Road could add another 5,000 square kilometres. In line with this, the Telangana government is designing the Master Plan 2050. Presently, the HMDA jurisdiction is in seven districts of the state, but with the expansion to the Regional Ring Road, it could include two or three more districts. The process of expanding the HMDA jurisdiction is expected to be completed by the time the Regional Ring Road construction is finished, and as part of this, significant changes are being made to the Master Plan. The current Master Plan was designed with 2030 in mind, but the Telangana government is now preparing the Master Plan 2050, with a focus on the expansion up to the Regional Ring Road.
The Telangana government is set to change the landscape of the state with the prestigious construction of the Regional Ring Road. According to officials, the government’s proposal is to bring all areas from the Outer Ring Road to the Regional Ring Road under the jurisdiction of HMDA and connect the two ring roads with radial roads. In this context, it seems the Revanth government aims to divide Telangana into three clusters for development. The plan is to develop an urban cluster within the ORR, a semi-urban cluster from the ORR to the RRR, and a rural cluster for areas beyond that. Officials are finalising plans for this division.
Taking all of this into account, after expanding the HMDA jurisdiction to the Regional Ring Road, the government is preparing the Master Plan accordingly. To ensure this plan is comprehensive, the government has appointed international consultants and is refining the Master Plan with a scientific approach, considering future needs.
Currently, five master plans within the HMDA jurisdiction are being revised: HUDA, HADA, CDA, GHMC, and Extended Area Master Plans. HMDA is preparing to replace these with the Mega HMDA Master Plan 2050, extending up to the RRR. HMDA is overseeing the activities and specific action plans for this. Officials mention that the Mega Master Plan will be tailored according to various regions, with distinct categories of change.
Key aspects of the plan include the establishment of various zones within HMDA’s jurisdiction. The Master Plan will outline the expected development in these areas by 2050, with focus on residential, commercial, industrial, IT, greenery, entertainment, agriculture, conservation, recreation, and sports zones, among others. Each zone will be carefully designed to meet the specific needs of the area.
Officials say there is still no clarity on what decision will be made regarding the areas within the 111 GO limits in the HMDA Master Plan 2050. The newly formed Congress government has not yet announced a policy on the development of areas within the 111 GO limits. As the region within the 111 GO is set to be included in the HMDA Master Plan 2050, there is ongoing uncertainty about what decisions the Telangana government will make regarding construction and development in this area. Experts believe that, depending on the decision made by the Revanth government regarding the approximately 1.30 lakh acres of land within the 111 GO limits, there may be opportunities for development and expansion of the construction sector in that region.
