It appears that the Telangana government is focusing on GO 111 issue. The previous BRS government decided to revoke GO 111. Although 16 months have passed since the Revanth government came into power, no decision has been made yet regarding the GO. As a result, there has been uncertainty about what decision the Congress government will take on GO 111. In this context, Chief Minister Revanth Reddy, after inquiring about GO 111, has reportedly instructed officials to begin the necessary actions, say sources from the Secretariat.
The suspense surrounding GO 111 in Hyderabad’s real estate sector continues. Two years ago, in May 2023, the previous BRS government decided to lift the restrictions on areas within the GO 111 limits. The KCR government had announced that, according to the Hyderabad Metro Authority Area regulations, construction could now take place in the areas falling within the GO 111 limits. There is over 1.32 lakh acres of land available in 84 villages within the GO 111 limits. However, the BRS government did not finalise the policies related to construction before stepping down. Since the Congress government came to power, no decision has been made regarding the GO 111 areas. As a result, there has been ongoing suspense regarding what decision the Revanth government will make on the withdrawal of the GO.
However, the Congress government is facing financial difficulties due to the six guarantees, other welfare schemes, and development programs. As part of fund mobilisation, the Revanth government had considered selling the land in Kanche Gachibowli, but it is facing challenges. As a result, the government is reportedly focusing on alternative methods. Among the 1.32 lakh acres in the GO 111 area, approximately 30,000 acres are government-owned land. Since the previous BRS government had lifted the GO 111 restrictions, it is believed that the Congress government is now planning to create policies related to construction in these areas. It is reported that Chief Minister Revanth Reddy has sought details from the officials in this regard.
It seems that the Telangana government is preparing to develop the GO 111 area in accordance with the orders and guidelines of the National Green Tribunal. According to official sources, efforts are being made to prepare a comprehensive report on building construction regulations, actions to be taken for the protection of reservoirs, zoning, and master planning. A special committee is expected to be formed with officials for this purpose. The committee is reportedly going to study how to take measures to protect the twin reservoirs of Osman Sagar and Himayat Sagar while ensuring that no environmental damage occurs. It is believed that the Revanth government intends to utilise the government land in the GO 111 area for development, while also considering selling some of the land.
Experts are warning that lifting the current restrictions within the GO 111 area could lead to environmental harm. While the area of Hyderabad spans 217 square kilometers, the GO 111 area extends over 538 square kilometers, which is more than two and a half times larger. Experts recommend that the master plan for the GO 111 area should prioritize the protection of the twin reservoirs for future generations. At the same time, there should be provision for construction that does not harm the environment. The master plan for the GO 111 area should adopt a net-zero sewage policy, according to experts. This means that every house must have a sewage treatment plant, ensuring that wastewater does not flow out and pollute the twin reservoirs. Experts also suggest using alternative building materials like wood instead of steel and cement in the GO 111 area to minimise environmental impact.
Experts believe that the GO 111 area should complement the development of Hyderabad. This means that instead of allowing skyscrapers and IT buildings to compete with existing areas, careful planning should ensure that new areas within the city complement the overall growth. It is argued that purchasing land in many of the villages within the area and constructing farmhouses will have a limited impact on the real estate market in Hyderabad. However, if high-rise buildings are permitted in the area, it could negatively affect the city’s temperature and increase pollution. There is also the risk that the twin reservoirs could end up like the Hussainsagar lake, which has been encroached upon. Experts suggest that the development should focus on providing self-sustaining facilities such as sanitation and road development. They also recommend creating a buffer zone of several kilometers around the twin reservoirs and allowing only resorts in that zone to maintain the ecological balance.
Experts suggest that a Sports Zone should be established within the GO 111area, with priority given to sports fields and recreational spaces. They recommend allowing only low-density residential buildings and entertainment centers in the area. If this approach is followed, it would help protect the existence of the twin reservoirs while also enabling the construction of an environmentally friendly city within the 84 villages. This strategy aims to ensure that the development does not harm the ecological balance while promoting urban growth in a sustainable manner.
