Several realtors have urged the AP government to be generous with regard to plot registrations in unlicensed ventures and to make the layout rules somewhat easier. Small and medium-sized realtors, especially in Krishna district, have explained their problems. DTCP approval is mandatory to convert agricultural land into residential spaces. Also in the layouts the government has brought in regulations making 33-foot roads, open area for parks, water supply system, sewerage drains, overhead reservoir mandatory. However, setting up all of these made the plot rates on permitted layouts very expensive.
In fact the rates of open plots in Krishna district have dropped drastically as the government has brought to the fore the issue of three capitals. With the government bringing in new regulations in this regard, many small and medium-sized realtors are putting up small layouts on the outskirts of towns and cities. Plots are being sold at a low price in these unauthorized layouts. Krishna district alone is estimated to have received about 630 such layouts in the last two years. However, the Stamps and Registration Department recently stopped the registration of the plots as there were only 12 feet of roads in them. Many realtors are urging the government to relax the layout rules.
