Andhra Pradesh Minister Anagani Satyaprasad’s order to the Collectors
AP Revenue Minister Anagani Satyaprasad clarified that Private lands should not be there in 22-A (prohibited) land register in the state. He emphasised that land holds sentimental value for people, and they maintain a long-term bond with their land. Therefore, protecting individuals’ land rights is the government’s duty. During a meeting with the Collectors held at the Secretariat, he pointed out that it is inappropriate to list private lands under 22A. He urged the immediate removal of all such lands from the 22A list, with the aim of ending the suffering of the common people. He also mentioned that Chief Minister Chandrababu Naidu believes that all land-related issues should be resolved at the ground level.
Satyaprasad explained that after the formation of the coalition government, many reforms had been introduced in the Revenue Department. He mentioned the repeal of the Land Titling Act brought in by the previous YSR Congress Party government, as well as the introduction of the Land Grabbing Prevention Act and the ROAR (Revenue Officers and Revenue Records) Act. He also explained the amendments made to the ROAR Act, which empowered the RDOs (Revenue Divisional Officers) as appellate authorities instead of the DRDOs (District Revenue Officers) to expedite the resolution of land disputes.

The Minister further stated that their government is conducting a program to regularise un-objectionable lands for the poor in the state. Regarding the previous survey conducted by the YSR Congress Party, he stated that it was flawed. In contrast, his government is conducting transparent surveys, taking only 20 acres of land per day.
Satyaprasad also suggested the formation of special real estate committees, comprising officials from the Revenue, Municipal, Panchayat Raj, and Urban Development departments, as well as bankers, to resolve the issues faced by realtors.
