New Land Market Values in Telangana?
The stage is set for a revision of land market values in Telangana. In line with the state government’s directives to increase property market values by up to 150% depending on the region, officials are actively working on the process. The revised market values for agricultural lands, residential plots, and apartment flats are expected to come into effect in October month. The Revanth Reddy-led government is preparing to align the new market values with the prevailing local prices in different areas. Through this major revision, the government aims to significantly boost its revenue from property registrations and real estate transactions.
 
The Telangana government is preparing to revise land and property market values across the state. Due to the large gap between open market prices and official registration values, the government has decided to update property valuations. The Revanth Reddy administration has been studying the issue for over a year, analysing several reports and fluctuations in land values. Based on these studies, officials have now drafted multiple proposals for revision. Chief Minister Revanth Reddy has instructed that land values should be revised annually and the process must follow a scientific approach. With this directive, the state is now ready to increase property values for the first time in six years.
 
According to reliable sources, the minimum market value for agricultural land is likely to be set at Rs 3 lakh per acre. The value of residential plots may rise by up to 150%, while apartment prices could see an increase of 40–50%, depending on the location. Even in rapidly developing suburban areas around Hyderabad such as Mokila and Maheshwaram the current registration values remain significantly lower. For example, the price per square yard is Rs 2,300 in Mokila and Rs 2,100 in Maheshwaram. Because of this, experts expect a substantial hike in registration values in such high-demand regions.
 
 
Currently, the lowest registration value for agricultural land in Telangana is around Rs 75,000 per acre. However, the government has observed a significant gap between the actual market value and the official registration value. To address this, it is planning to revise the minimum registration value to Rs 3 lakh per acre.
 
In addition, land values along national highways and in commercial zones are expected to rise sharply by 100% to 300%. The government is also preparing to revise plot values in residential areas, with an expected increase of 150% to 200% depending on the location.
 
Apartment prices are also set for a revision. According to the Registration Department, apartment market values could increase by 40% to 50%. At present, the average registered price per sq. ft. in Hyderabad is about Rs 3,200. After the revision, this is expected to rise to around Rs 4,800 per sq. ft.
 
Rise from 30% to 50%
The Telangana government has decided to significantly revise the values of agricultural and non-agricultural lands and properties based on their residential and commercial classifications. As part of this process, officials have categorised land into three types: purely agricultural land used exclusively for farming, land that can be utilized for both agriculture and residential purposes, and land—whether agricultural or residential—located along state or national highways. Market values will be revised separately for each of these categories. In the case of residential plots, land will be classified as vacant plots meant for housing and commercial plots situated along major roads. Similarly, apartments will be divided into residential and commercial categories, and their values will be adjusted accordingly. For vacant plots and apartment units, the government is planning to increase market values by about 30% to 50% based on their prevailing open market prices.
 
Implementation from October
The revision process for land and property market values in Telangana has reached its final stage and is set to come into effect from October. According to sources in the Secretariat, the final proposals for the new values are expected to be submitted to the government within the next four to five days. The Stamps and Registrations Department has confirmed that the revised market values will be implemented simultaneously across the state starting next month. The revision process for properties located within the core urban areas inside the Outer Ring Road, covering 39 sub-registrar offices, has already been largely completed. Meanwhile, senior officials have sent special formats to sub-registrars in urban, semi-urban, and rural areas to finalize the revision process in those regions as well, and that too is expected to be completed soon.
 
The Telangana government is reportedly considering a 1% reduction in stamp duty for women purchasing property. At present, the combined stamp duty and registration fee stands at 7.5%. Under the new proposal, if a property is purchased in a woman’s name, the stamp duty could be reduced by 1%. However, while the government expects to generate an additional Rs 2,000 crore to Rs 2,500 crore in revenue through the revision of land values, a 1% reduction in stamp duty could result in a revenue loss of around Rs 1,000 crore. Due to this, discussions are still underway on whether or not to proceed with the reduction. Overall, the Telangana government is moving ahead with a concrete plan to revise land and property market values across the state and implement the new rates starting next month.
