Where is the 500,000 acres of land?
New issues in Bhu Bharati New complications have arisen in the Bhu Bharati portal. During the land records digitisation program carried out between 2017-18 in the state, revenue staff in some districts arbitrarily recorded land extents in the issued patta passbooks. The same information was uploaded to the Dharani portal and subsequently into the Bhu Bharati portal. This has resulted in land extents recorded being larger than the original survey numbers, causing difficulties. It is reported that in some districts, land extents have increased by over 50,000 acres. Among these, Rangareddy district saw an increase of 30,000 acres, Sangareddy 15,000 acres, and Nalgonda up to 20,000 acres. Across the state, the total additional land area is estimated to be more than 500,000 acres. Since the state provides Rs 10,000 annually under the Rythu Bandhu scheme and Rs 6,000 under the central PM Kisan Samman Nidhi, it has been found that some landowners, with the help of local revenue staff, have inflated their land extents. These are the issues.. In 1956, the Revenue Department created the Reserve Settlement Register, which is also called the Sethwar. Prior to that, surveys were conducted at the field level to identify the extent of land under each survey number, and this information was recorded in the Sethwar. In other words, the Sethwar reveals how much land area is included in a particular survey number. Based on this, records such as Pahani and 1B have been maintained and implemented. Since September 2017, the state has been implementing LRUP (Land Records Updation Program), updating land records and uploading them to the Revenue Portal. During this process, errors occurred. In many districts, outdated or un-updated information was uploaded. Land extents recorded were larger than those in the original survey numbers. Based on this information, new patta passbooks were issued. The same data was entered into the Dharani portal, which came into effect from November 2, 2020. However, there are no specific rules in the ROR-2020 to resolve the issue of excess land extent. These inflated extents have been in revenue records since 2019. Due to the RSR issue, in some districts, thousands of people experienced reductions in their land extents, while others were issued patta passbooks with increased extents. In some cases, others holding the same survey numbers received passbooks with reduced land extents. While uploading land details from the Dharani portal to implement the new Bhu Bharati portal in accordance with ROR-2025, problems related to excess land extents are being identified. The Revenue Department has focused on reviewing the land at the field level in each district and removing the excess area that was added to the records.
