Hyderabad’s master plan for global city development

The Telangana government is preparing for the expansion of Hyderabad as a mega city. Keeping in mind the city’s needs for the next 25 years, the HMDA (Hyderabad Metropolitan Development Authority) has started working on Master Plan 2025. The draft master plan is expected to be released within the next 3 to 4 months. After the draft is released, objections and suggestions will be received from various districts and mandals. This process will take about three months. Once the HMDA reviews the changes and additions to the draft master plan, the Telangana government will issue a gazette notification for the final approval. HMDA officials say that the new master plan will likely be implemented by the end of 2025.

Currently, five master plans are in effect in Hyderabad: the old municipality, GHMC, the Airport Authority, the Cyberabad Development Authority, and the Extended Areas Development Plan – 2023. In this scenario, sometimes the same area falls under the jurisdiction of two different master plans, leading to various issues. Due to errors in the 2030 master plan, development has not been proceeding as expected in many areas. People have to go through multiple government offices for NOCs (No Objection Certificates). To address these issues, the government is working on a new master plan that uses modern technology, including Google maps, local revenue maps, village maps, and data from NGRI (National Geophysical Research Institute) and National Remote Sensing. This will eliminate errors and ensure a streamlined approach. Going forward, all local authorities and agencies will design their plans in accordance with the new unified master plan.

The Hyderabad Metro Development Authority (HMDA) will include in its new master plan the facilities needed for the expanded area until 2050, covering road connectivity, residential zones, industrial zones, urban nodes, green zones, and grid roads. In 2008, HMDA created the master plan for the city’s expansion, considering the needs for 2030 within the boundaries of seven districts. The government identified that the previous plan had not accounted for the conditions on the ground at the field level, leading to problems emerging gradually. Therefore, in order to prevent obstacles to the city’s development, HMDA will design a new master plan for the city’s growth. This new master plan will increase the number of zones and will add more staff, according to sources.

Beyond the Ring Road… 100 Mandals…

In the Hyderabad Master Plan-2030, the plan covered only the seven districts, but the new master plan will extend beyond the regional ring road. Four new districts and 32 mandals will be included in the HMDA jurisdiction. These districts will include Hyderabad, Sangareddy, Rangareddy, Medak, Medchal-Malkajgiri, Yadadri-Bhuvanagiri, Siddipet, along with the newly added districts of Nalgonda, Nagarkurnool, Mahbubnagar, and Vikarabad. Currently, there are 74 mandals, and this number is expected to exceed 100. The total area will also increase from 7,257 square kilometers to nearly 13,000 square kilometers. A special plan called Blue and Green will be created to ensure that the 3,600 lakes within HMDA’s jurisdiction are not encroached upon.
