Telangana Plans Major Urban Reform: 27 Municipalities to Merge with GHMC for a Unified Hyderabad

In a significant step toward reshaping the urban governance framework of Hyderabad, the Government of Telangana has initiated a proposal to merge 27 Urban Local Bodies (ULBs) located within and around the Outer Ring Road (ORR) into the Greater Hyderabad Municipal Corporation (GHMC). The announcement, issued by Chief Secretary K. Ramakrishna Rao on behalf of the Municipal Administration & Urban Development (MA&UD) Department, highlights the State’s intent to create a more unified, efficient, and future-ready metropolitan region.

Need for Structural Reform

According to the Government, rapid urbanization around Hyderabad has led to uneven and inconsistent development patterns across peripheral municipalities. Although these areas functionally operate as a part of the Hyderabad metropolitan ecosystem, they lag behind the core GHMC region in terms of infrastructure, planning, and civic services.

The Government observed that challenges such as fragmented jurisdictions, regulatory disparities, and inadequate urban planning have resulted in: Gaps in infrastructure and public services Unplanned and haphazard settlement growth Congestion and rising environmental pressures Reduced efficiency in resource mobilization and disaster management The State believes that uniform and regulated urban development is essential for ensuring seamless expansion and sustainable growth across the entire metropolitan area.

Legal Authority for Merger The proposal is backed by statutory provisions under the GHMC Act, 1955: Section 3(3) empowers the Government, after consultation with GHMC, to alter GHMC territorial boundaries to include adjoining municipalities. Section 679-E authorizes the Government to issue directives to GHMC to implement measures necessary for planned metropolitan development. These provisions provide a clear legal pathway to reorganize municipal jurisdictions for improved governance.

 Why the Merger is Proposed?

 The Government has identified three core reasons for integrating the 27 ULBs with GHMC: 

1. Uniform Urban Development Peripheral municipalities currently experience disparities in service levels, planning standards, and infrastructure quality. The merger aims to ensure standardized development across: Roads and transportation Housing and urban planning Sanitation and waste management Water supply and civic amenities 

2. Metropolitan Planning Imperative

Hyderabad’s rapid expansion has blurred the boundaries between GHMC and nearby municipalities. A unified governance framework would allow: Integrated master planning Better transport connectivity Pollution and environmental management Coordinated public investment 

3. Regulatory and Administrative Efficiency

GHMC has stronger fiscal, administrative, and planning capacity than smaller ULBs. Merging these municipalities would: Reduce jurisdictional overlaps Improve service delivery Strengthen digital governance systems Enhance accountability and long-term planning Next Steps: GHMC to Submit Remarks The Government has formally requested GHMC to examine the proposal in detail, conduct a study if needed, and submit its views. This review will help finalize the roadmap for structural reorganization and determine how the integration can be implemented.

4. A Landmark Move for Hyderabad’s Future 

If approved, this merger would mark one of the most significant urban governance reforms in Telangana’s history—potentially expanding GHMC’s jurisdiction and paving the way for a more cohesive, well-planned, and globally competitive Hyderabad metropolitan region.
